Firwood & District Residents Association
CONSTITUTION
1 NAME AND AREA
1.1 T his Constitution governs the activities and procedures of the Firwood and District Residents Association and shall be referred to as the Association in this document.
1.2 All members are deemed to have accepted its terms and be bound by it.
1.3 The area covered by the Association is:
Middleton Road to the north, the section from Ferney Field Road to Mills Hill Road, along Mills Hill road to Joshua Lane then using the Rochdale Canal as the Southern boundary round to Ferney Field Road.
2 AIMS AND OBJECTIVES
2.1 The Association exists for the following principal purposes:-
a) To give a consistent voice on behalf of residents on issues affecting our neighbourhood.
b) To provide for the social, educational and recreational needs of the community and build a stronger community spirit through the better provision of local facilities.
c) To improve the health and safety of local people and improve the local
environment.
d) To work in partnership with OMBC, the Chadderton Community Council and other statutory services to improve the life and wellbeing of local people.
e) To promote the area within the Borough and encourage community cohesion and citizenship.

f) To promote social inclusion relating to individuals in the wider community and the community as a whole.
g) These objectives shall be undertaken while avoiding political,
denominational and sectarian bias.
2.2 POWERS
In order to achieve these objectives but not otherwise the Committee may
exercise the following powers:-
a) To undertake activities to raise funds provided that in raising funds the
Committee shall conform to any relevant requirements of the law. Any
fund raising activity will not lead to the profit of an individual or
business except
where the business has been created by the Association and any profit is solely for the benefit of the Association.
b) To buy, take on a lease or hire any items necessary for the achievement of the objectives of the Association.
c) Subject to any consents required by law to sell, lease or dispose of all or any part of the property of the Association.
d) Employ staff (who shall not be members of the Committee) as necessary for the proper pursuit of the objectives.
e) To work with and affiliate to other organisations, voluntary bodies and statutory authorities operating to achieve the objectives or similar purposes and exchange information and advice.
f) To represent residents in negotiation with the local authority and other statutory bodies.
g) To do all such lawful things as are necessary for the achievement of the
objectives.
3 MEMBERSHIP
3.1 Membership of the Association shall be open to all residents over the age of 16 living in the defined area.
4 CONSENT TO MEMBERSHIP
4.1 Every Resident living in the defined area shall be entitled to membership if they so wish.
4.2 It shall be a condition of membership that members conduct themselves in a
reasonable manner at meetings and in premises used by the Association.
4.3 The secretary of the Association shall keep a record of all members in the current year.
5 ASSOCIATE MEMBERSHIP
5.1 The Committee may accept any person as an Associate Member.
5.2 The secretary shall keep a record of all such members.
6 ENDING MEMBERSHIP
6.1 Full membership shall end when a member moves out of the defined area.
6.2 In the event of gross misconduct membership can be suspended or ended by a two thirds majority vote of the Committee. The suspended member has the right to take an appeal to the next scheduled General Meeting.
6.3 Behaviour which is threatening, racist, sexist, homophobic or offensive to any person shall be treated as gross misconduct.

Duties of the Chair
* Shall chair meetings and work with the Committee to plan the agenda.
* Greet new members and guests.
* Make sure that everything is organised so that the meeting can start on time and run
smoothly
* Open the meeting, introduce the first item, make sure everyone knows what is
being discussed.
* Encourage everyone to contribute to the discussion, make sure that no-one is
allowed to dominate or feel left out.
* Make sure decisions are made and people keep to the point in question.
* Sum up at the end so that everyone understands and the Secretary can minute the
decisions.
* Thank everyone for attending and set a time, date and place of the next meeting.
* Encourage team work and the sharing of responsibility.
* Has the power to exclude any member of the Association from a meeting whose conduct is deemed to be prejudicial to the activities of the Association.
* Perform other functions approved by the Committee.
Vice Chair
* Will give assistance to the Chair in performing his or her duties.
* Shall undertake the duties of the Chair in the event of his or her absence.
Duties of the Treasurer
* Open a bank or building society account.
* Keep accurate records of all financial transactions.
* Pay bills and expenses to Committee members.
* Have the accounts checked by appointed, independent auditors at the end of the year.
* Give a financial report at each General Meeting, with details of how much has been
spent, how much raised and how much is left.
* Give a regular update of financial affairs at Committee Meetings.
Duties of the Secretary
* Keep minutes of each meeting. Note what has been decided, what action is
to be taken and who is going to do it.
* Keep a written minute book and/or have them typed and handed out to members.
* Deal with correspondence, send replies or pass correspondence onto the
right person
(e.g. grant application forms would go to the Treasurer) for their attention.
* Bring any correspondence to the next meeting for discussion.
* Help draw up the agenda for meetings.
* Book the meeting place and arrange for publicity.
* Help prepare leaflets newsletters and posters.
* To maintain a list of all Committee members for reference by ordinary members.
* To maintain and frequently revise a list of all members of the Association.
Duties of the Assistant Secretary
* Will give assistance to the Secretary in performing his or her duties.
* Shall undertake the duties of the Secretary in the event of his or her absence.
Duties of Committee Members
* Support the Officers whenever necessary.
* Be willing to share the work load.
* Attend meetings on a regular basis or send apologies if you cannot.
* Make your opinions known as your views matter.
* Volunteer if you can see that a job needs doing.
* Suggest items for the agenda.
* Report back information if you attend meetings on behalf of the Association.
* Give in good time, any receipts for your expenses to the Treasurer.
* Respect confidentiality, do not talk about individuals or their private affairs.
* Don’t let differences of opinion cloud the issues of the Association.
* Help the Officers to produce and distribute leaflets and newsletters.
* Make sure that you are able to represent the majority view of residents in
the designated area.
* Talk to residents and seek their views on issues of importance to the Association.
